	After staying in Davao to do some projects( one is Wharf Redevelopment in Davao City and the other is Additional Wharf in Panabo City), I realize and understand the sentiment of Warren of what is happening in our place - the slow progress. Here in metro-Davao, the coastline is lined with private ports serving ocean-going vessels. The economic activities is un-quantifiable as 40 footer containers van goes in and out their yards to the piers. The vast area in Davao countryside is evidently contributing to the economy with so much agricultural products. I will not emphasize how the city vibrates with economy and would rather mention the developments outside the city, the 4 and 6 lanes roads, the industrial activities, etc. which could not be found in our place. Why can these things happen in Davao and could not be done in our place? Even just a fraction sana. Now I understand the grievances of Warren i his words. Roberto M. Anyway, i am also now in Davao. If we would say Dynasty u see that Duterte has been ruling this place for how many years now. For me i could say that Davao is a best place compared to Lanao del Norte. It is a good wish for Tubod to become a city but, sad to say, this is a wild dream because, this will not happen within our generation unless, I am saying, unless, our local officials have the bright ideas and the intellectuality and can doubly work hard, have a non-selfish intention but only for Tubod and for its people, and can muster enough force and charisma for the Tubod populace to rally and work behind him or her, as he or she implements workable programs of his or her local government, that could bring Tubod to cityhood. Luring investors and take care of them so that, they can sustain their stay in our place should be given utmost priority. Unless industries or whatever kind of business will locate in Tubod, and generate income which we can call as self-generated income, which could also promote the increase in our town's population - we can never meet the required 100 million yearly self-generated income and the 150 thousand population. Tubod is within the 100 sq. kilometer area as a criteria to cityhood, having a 240 sq. kilometer land area. Even if half of it will be given to a mountain barangay which some people is advocating to create a new town out of Tubod ( Naka-dungog naka aning balita-a?), the remaining area of 120 sq. kilometer can still pass the 100 sq.km. Unfortunately, reducing our town area would mean a reduction of income to Tubod and it would be more difficult to attain the 100 million self-generated income, as required for cityhood. The town of Jasaan, Mis.Or have a shipyard, and two chemical plants. The town of Villanueva have Coca Cola Plant, Purina Feedmill Plant, Steag Power Plant, Emerald Steel Manufacturing Plant, Jacinto Container Manufacturing Plant, PhilSinter Plant, several chicken dressing plants, SUGECO gas Plant, many more. The town of Tagoloan is host to the Mindanao Container Terminal, two plywood factories, PACO Activated Carbon Plant, SILCOR, an ore processing plant, a carton box manufacturing plant, LINDE and PRYCE gas plants, several chicken dressing plants, many more , and yet these towns are still classed as towns. Tubod population now is about 45,000, small against the required 150,000 to be a city. By progression and at 2% annual population growth, it will take Tubod 60 years to reach such number. Tubod's annual self-generated income is very much less than the required 100 million per year to be a city. IRA is not considered a self-generated income. With no industries and dependent only on agricultural products, Tubod will never be a city within our generation unless, a dozen industrial locators will establish in Tubod so that, the town can have a self-generated income. The increase in population is dependent on the increase of economy activities of the place. It follows. Except for Iligan City, which have long been an industrial place ( some industry have transferred due to peace & order situation), the rest of Lanao del Norte do not have a single town with light, medium or heavy industrial activity. However, there are still people who manage to enter the illegal way.The Chinese & the Indians were pioneers in migration.They are everywhere. It could be their population explosion which caused them to migrate. Now, the Koreans, the Japanese and Pilipino too are into migration. In Europe, people from the poorer East Bloc, migrate to their richer neighboring countries. Even those from the rich countries migrate & mostly to tropical places. People migrate hoping for a better life.............I really don't know how some Chinese were able to land in Lanao. In Tubod, there was Luma, Alyang, Asok, Ahoy, the Lao, Chan, Chiong, Hoy,Ma,Kwan, Sy,Lai, Siao ug uban pa. In Baroy, the Ong, in Kapatagan & Lala, the Lim, Mah, Yap. When population flourish,the vegetation diminish. The real jungle now becomes an urban jungle. The saturation rate to the soil becomes fast therefore surface water will run-off to the lower areas easily. And if we take things for granted, this spells disaster.So, people in the government should have known better by drawing plans, source fund, implement things, to avert calamity cause by flood. Adequate waterways should come in mind to our Municipal Planning Officers. Natural waterways should be preserved and if these are altered or disturbed then, these must be restored to its original size or section, better still widen or enlarge the waterways, not restrict it. Man-made waterways like "imburnal" or culverts should be regularly maintained. The recurring floods in Crossing is due to restriction of flow of a creek due to some property development. The same with "imburnals", some are now silted and others are blocked/obstructed. Naturally, rain water now will just run-off the surface since it can not flow freely below ground. With the slow flow,the tendency is for water to rise fast and comes the flooding situation. Long time ago, the water just flow into the "basakan" area and in few hours, it just disappear as it seek lower ground But now, as Looc area could not longer hold-on with the rain water, the rain water goes fast to the Crossing area. The volume of water is much bigger now, that even the "basakan" area could no longer sustain it. There is a false hope by the people of Crossing that, the on-going construction of a road canal , which is actually a part of the widening project, will solve their misery. The truth of the matter, this will aggravate the problem. If there is no continuity of the new canal down to the lower area (towards Lamac) then, the tendency is, for some or if not, most of the water, will back-flow to the Crossing area. More problem, as the volume becomes bigger. THE REAL SOLUTION TO THIS IS, THE CONSTRUCTION OF A FLOODWAY STARTING NEAR THE OLD MARKET AREA, TRAVERSING THE BASAKAN AREA, TO ALOHA, DISCHARGING TO PANGUIL BAY. THE GOV'T ENGINEERS COULD STUDY IF IT CAN BE DIRECTED, AT SOME POINT, TO CONNECT TO THE SAGADAN RIVER. THE CONCRETE LINING OF THE TRAPIZOIDAL FLOODWAY COULD COME LATER, TO REDUCE INITIAL COST OF THE PROJECT. EXCAVATED EARTH CAN JUST BE PLACED ALONGSIDE THE FLOODWAY, AND COULD BE MADE INTO A ROADWAY FROM BOTH SIDES. The MUNICIPAL ENGINEERS OFFICE CAN DESIGN THE SIZE OR SECTION OF THE FLOODWAY BY CONSIDERING THE VOLUME OF FLOODWATER EXPECTED TO FLOW INTO THE FLOODWAY. Believe me, this is the real solution plus a POLITICAL WILL. Mangrove still abound near the mouth of Bulod River or Bucana and you can see few near the mouth of Sagadan River. Unfortunately, the youthful joys of gathering tuway, kasag, etc, is gone.The once Tubod shoreline, apron with fine black sand is now replaced with muddy-like sand, brought about by the quarrying some years ago. The century old sand of our ka-baybayan was used in a government project. People were not environmentally concern then, and if ever someone noticed the destruction, nagpakahilum lang, typical of a Tubodnon. Sad to imagine that some people in our government know the consequences but, for reason of self-interest, just let-go the destruction.I was out of Tubod that time and nobody raised the issue of protecting the environment. I am sure there is a local Coastal Management Board.They should have taken action to conserve the shoreline.......Dilapidated wooded houses still line the stretch from Aloha, to Baybay proper, to Pantalan area and up to Lamac area.remember that old Lao Bodega, it is still there, being used as sub-divided dwellings to the poor people of Baybay.....The hanging of locally made parols (remember the beautiful ones made by the late Nelson Maceda?) is gone and now replaced with the commercially available Curtain Lights.....Gone too, is the Skating Rink, "where lovers used to go". It is now replaced with a neglected, open, basketball court and some light structures which serves as canteen,and mahjong/poker area of the local tennis club....Gone is the Auditorium, where people used to celebrate Christmas before hearing the midnight Mass...to meet the New Year with a Masquerade Ball...to dance away the fears during a Halloween Party...to remember a Valentine's Night...to crown the Queen on the eve of the town fiesta. The auditorium is now being use as a Motor pool shed. The skeletal concrete columns and beams which enveloped the old structure are what one can see for the past two decades.... So, you are now in Queensland. i hope, your were not affected by that inland tsunami which hit Queensland recently. I was calling and urging Tubodnon though, to participate. I guess, the right word should have been "encourage". Definitely, I was not forcing anyone to be a blogger. Yes, I said "doubt" about all "elected" officials being computer literate. Naa siguroy pailan-ilang labi na katong medyo bata-bata pa ug mga intresado sa kalambuan. I also doubt that, the Webmaster will go his way to inform our officials about what's going on with the Site.It would be too much of his time and effort to do so. Well, granting that all officials and most local employees are aware of the Site and the issues regardless, they open or not, it's fine with me. I also would emphasize that, I respect their choice to remain silent - demokrasya man ta but,para nako, one have to overcome fear & be active to achieve something. These are the problems with some Tubodnon, some keeps on complaining, frustrated about what is happening, or want to see something done but just remains mum.....Speaking about roads, I know nothing is easy but, leaders or people who were/are elected to manage the town, should have known or must know the real conditions of our roads, how to improve, and do something and make it happen. You know, if only these "Honorable" people have paved or concrete 100 lineal meters of road every year since the birth of Tubod, cementado na tanang dalan sa Poblacion & we will be talking about cementing barangay roads by now, ug ultimong dalan sa cementeryo, sementado na sab siguro.The main roads towards the barangays, I mentioned in my previous blog, should be converted into a National Road so that, the budget can be sourced/funded by the National Gov't. because, kon asahan nato ang Provincial and/or Municipal funds, hopeless ta diha. Sincere effort lang gyud ang gikinahanglan ani gikan sa atong mga "lederes".....Speaking about the Auditorium, nobody is happy about the sad state of that structure. I don't mind if, people keeps on making noise so that, our "officials " will act and complete the building.The question is, where do we get funds? We are still saddled to pay our obligations of outstanding loans, for one, the "New Public Market" which unfortunately, ramains to be used, as of this writing. You know, in order to roof and substantially complete the Auditorium and make it usable. It will cost Tubod somewhere between 6M to 8M pesos. Unless private individuals will intervene, this case will remain in limbo....The suggestion to just make the area a Childrens' Playground is a bright idea. Look for a new location for the Auditorium/Cultural Center, wide enough for an open parking space and support facilities including, landscaping. They don't want to comment due to personal reasons. Even in Tubod or anywhere in the Philippines I have a lot of friends who visit this website and they have reasons too not to say anything and I highly respect their privacy. I agree that road development needs priority but doing that is not easy like putting a pavement on the roadside. It will take years to finished. Also it doesn't mean that small projects can't be done parallel to any major projects. My suggestion is not finishing the UGLY OLD DILAPIDATED EYE SORE TUBOD AUDITORIUM because I know the BUDGET of JUAN DE LA CRUZ is already FLUSH OUT SOMEWHERE. Why can they just make it into a children's playground instead of first class parking lot. Regarding early voters education by informing the electorate of the qualifications, experiences, characters, etc of potential leader/s, it's a good idea. These are suggestions, in order of priority. A. FIRST PRIORITY...items that can immediately generate income to Tubod. 1.) Bring in ships to call the Port of Tubod. V-type for the Visayas and Flat-bottom across the bay. Let's wake-up the "white elephant". 2.) Build good roads. Now that Tubod-Ganassi road (up to Baris) is practically done (after several generations), the "elected" officials should look after the Poblacion to Bualan via Tubaran or Bulod and go further to Taguranao/Tugaya area then connect Bualan to Malingao, making it a circumvention road.This will bring commerce to all barangays and the economic impact will be un-measurable. Roads must lead to populous areas with developed farms. 3.)Operate the newly constructed market and let it start generate income so that, it can help pay the town arrears with the bank since, this project was loaned. B. SECOND PRIORITY...lure investors to establish business in Tubod. 1.) By having a real peace and order. Re-establish a "drug-free" Tubod. Eliminate rampant "akyat-bahay and bike-napping". Bring back the time when people can roam or make "pasyal" during the night without fear. 2.) By addressing the water shortage problem of Tubod. Investors will shy away from a place where there is lack of water supply. Water is life. 3.) By concreting all Poblacion roads, with proper drainage and sewer system. Tubod - a capital town, with great portion of its road remains un-paved for generations, is no place to be proud of. Adequate street lights should be installed around the town.A lighted place discourage bad elements. 4.) By solving the "flooding" in the Crossing area. This is the center of commerce of Tubod and yet this perennial problem with a very simple solution remains unsolved and the situation discourages investors. 5.) By studying how to amend and reduce the excessive local taxes and fees, and then, give incentives to encourages investors. Tubod should welcome investors and not drive them away. The principle of "open-market" should prevail. 6.) By studying and planning how to expand the road network of Tubod. Then implemet so that, progress will be inevitable. Where there are roads, developments and progress follows. C. THIRD PRIORITY... skills training and education. 1.) Open a skills training center in the Poblacion (aside from Bualan TESDA), and offer selective, highly-in-demand skills needed abroad an then, help the qualified graduates look for foreign employers. Their dollar remittances will be a great boast to the economy of Tubod. 2.) Make an educational program that could help the less-privilege or the out-of-school youth so that, they can acquire skills and be able to compete and land jobs outside Tubod or the big cities. This will help eliminate the jobless in Tubod. 3.) Make the Banana Culture Facility earn money by intensively helping our farmers with their technology. Tap the Agricultural agency to have effective nursery so that, farmers can grow fruit trees and help add their income. Help farmers mechanize their farming. Do something to tap the richness of Panguil Bay. If our "elected" officials will consider these things, the effect to the economy and progress of Tubod is great...there is no other way but, to bear fruits. Then, they can entertain other things like, a.) Livelihood projects b.) Educational fields c.) Health Services and Public Safety d.) Environmental concern e.) Sports & Cultural developments f.) The photos have several reactions. Some like it but most were disappointed. I guess, the website Admin can up-date/replace some. (Pic No.1)The welcome signboard which is not plumbed & emphasizes a product instead of our town- there could be other Welcome Signs elsewhere to change this photo. (Pic No.2) Cemented road is shown & emphasized a person instead of our town - maybe, another photo.(Pic No.3) The concrete road rail is more prominent than the MCC Hotel. - change it with a shot from another angle.(Pic No.4) MCC signage is more emphasized than the Main Covered Court.-maybe a shot from another angle. (Pic No.5 & 6) Roads - there seems to be too much emphasis on roads- delete some road photos and change with another subject relating to Tubod. (Pic No.7)The gas-filling-station is o.k but, the pond of water is not good. Dry road looks better. (Pic No.8) Downtown Tubod---that's actually the up-town part of the town, the Centro and the Baybay/Lamac area could be termed as Downtown.(Pic No.9)The national road is shown with a building but it also shows a pile of rubbish - change the photo (Pic No. 10 & 11) Road crossings, again emphasized, but it could have been a better sight if the flags were installed. (Pic No.12) Another photo of a road. (Pic. No.13) Houses along the national highways are actually the line of carenderias. Just Ok, this brings memories/recollection to those outside the country. (Pic No.14)Road shot again, with people dangerously walking alongside a vehicle, ambulance pa gyud.- change this.(Pic No.15) Waiting for a bus ride - these are actually people living nearby, taking their time in a clear space in-front of the Mormons Chapel. Why not shot and paste/post a photo of people waiting for some transport vehicle, near a waiting shed, in the Crossing area instead.(Pic No.16). Gov't bldg? what is being mainly shown is the" Welcome T" and the building as a background- if you want the building, change it with bldg shot. (Pic No. 17) Concrete road to Capitol Bldg. A semi- aerial shot could have shown that some roads leading to building are still un-concreted, inspite of having completed/utilized the structure for quite sometime na.- change this with a better shots of the Capitol bldg - emphasize the architectural beauty of the building. (Pic No.18) Same with the road to the Police Regional Office, the photo shows the concreted entrance portion but, a great percentage leading to the office building up the hill remains actually,un-concreted.- emphasize the signage and it will picture Tubod a a Regional seat of the PNP, not the road.(Pic No.19) Rough road does not bear an identification - actually there more rough roads than the paved roads in Tubod- OK lang.(Pic No.20) Small mosque with a dilapidated waiting shed.I guess, this is not from Tubod -delete this.(Pic No. 21)Manga school- this is not from Tubod - this can be deleted.(Pic No.22,23,24) School children waiting for a ride.
